In 2007, Open Mobile replaced the aging Movistar wireless network with an infrastructure that would help to reduce overhead and provide reliable cost effective service, while ensuring customer longevity by enabling top quality voice and data wireless services. With this change, Open Mobile was looking to increase the number of subscribers, additional customer features and applications by providing a best in class CDMA network.

By partnering with Nortel, Open Mobile was able to achieve its initial business objectives and launched its Unlimited Plan business.
- Nortel Global Services handled all aspects of the network implementation replacing the existing outdated CDMA network with the new Nortel CDMA network
- Nortel successfully performed the cutover of the existing 245 BTS Network in-service while meeting the project schedule with minimal service interruption and providing immediate network performance improvement right from the initial launch in June of 2007.
- Nortel provides ongoing support services for the core and access network.
- Nortel also managed day-to-day operations of the network from the Pocket NOC in San Juan with 24x7 support from Nortel's Americas Network Management Center and a dedicated Service Delivery Manager to oversee all work and act as a single point of contact to Open Mobile.
